Defining organizational goals (administrator)
Organizational goals are meant to give guidance to managers as to the areas they would like their resources to focus on. Some organizations may require a percentage of employee goals to be aligned with the organization's strategic goals. Organizational goals can be defined to be used as templates for resource goals as well as other organization goals.
- Access Administrator > Goals > Organizational Goals.

On the Organizational tree structure, select the organizational level
to define an organizational goal.
The list of organizational goals for the organizational level is displayed on the Organization Goals panel.
- On the Organization Goals panel, click New.

Specify this information:
- Organization Unit
- Select an organization unit to apply the goal only to that unit.
- Alignment Group
- An alignment group is a custom group that defines which
employees are eligible to align with the Organizational Goal. An Alignment Group is
a Work Assignment Group. If no Alignment Group is specified, the organizational goal
is available to all employees. Only Custom Groups associated with the Subject of
HCMAlignmentGroup are available for selection. Note: You can create an alignment group by selecting Administrator > Setup > Custom Groups, creating a new group, and selecting HCMAlignmentGroup in the Subject field.
- Goal
- Type the name for the organizational goal.
- Type
- Select a goal type for the organizational goal. All goal
types are selectable, including those that are used for bonus objectives.
You cannot change the goal type after you have created the organizational goal.
- Category
- You can select a goal category for the organizational
goal.Note: If you select a goal category for the organizational goal, any employee goal that you align with this organizational goal must have the same goal category.
- Year
- This is required if you have selected a goal type that
has the Use Action Plan, Use External
Options, or Approve Goals By Year options
selected.
The year defaults to the current goal year, with the current goal year start and end date in the Goal Period fields. You can select a different year.
- Goal Period
- If there is a current goal year, the start and end dates for the year are the default. If you changed the year, you must change the dates to match the year that you selected. If the year is required because of the goal type settings, the dates must match the goal year dates. If the year is not required, you can change the dates.
- Status
- Select whether the goal is
Finalized or Draft. The default is
Draft. Note: If the goal type has the option to Use External Results selected, the status must be set to Draft so that you can specify the result ranges on the Rating Criteria tab.
- % Complete
- Leave this field blank when you create the goal unless you are creating the goal after the fact for tracking purposes.
- Active
- The organizational goal is active by default. Clear this check box to inactivate the organizational goal. Inactive organizational goals cannot be selected for alignment with resource goals.
- Description
- Type a longer description of the goal.
- Expected Results
- Type a description of the goal's expected results
- Rating Scale
- This field is required if the goal type has the option to Use External Results selected. To be selectable, the rating scale must have the option to Use For Employee Goals selected.
- Specific, Measurable, Attainable, Relevant, Timebound
- Select the SMART criteria met by this goal.

Specify this information in the Template Goal Options section:
- Template Goal That Can Be Copied To A Resource Goal
- Select this check box to make this organizational goal a
template that can be copied to create resource goals.
If you select this check box, you must also select what fields can be changed when the goal is used as a template.
- Rating Criteria Results Ranges
- This field is available if Template Goal That Can Be Copied To A Resource Goal is selected. Select this check box to have the ability to change the result ranges on a resource goal that is copied from the organizational goal.
- Goal Description, Expected Results
- This field is available if Template Goal That Can Be Copied To A Resource Goal is selected. Select this check box to have the ability to change the goal description and expected results on a resource goal that is copied from the organizational goal.
- Weight
- This field is available if Template Goal That
Can Be Copied To A Resource Goal is selected. Select this check box to
have the ability to change the weight on a resource goal that is copied from the
organizational goal.
If you do not select this option, you must specify a weight in the Weight field. You cannot change that weight on the resource goal.
If you select this option, the Define suggested weights section appears.
- If a year and goal year have been selected and a weight range
has been defined on the goal category for the goal year, it is displayed when
you save the goal. You cannot specify a goal range.
If there is no weight range defined on the goal category for the goal year, or no goal category is selected, then you can specify a weight range that the resource goals based on this organizational goal must adhere to. The weight range minimum and maximum values cannot be negative and cannot exceed 100%.
- You can specify a suggested weight.
If a category and goal year have been selected and an aggregate limit has been defined on the goal category goal year, the weight cannot exceed that aggregate limit.
If a weight range is specified on the goal category or on this goal), the weight that you specify must be within the range.
The weight cannot be negative and cannot exceed 100%.
- If a year and goal year have been selected and a weight range
has been defined on the goal category for the goal year, it is displayed when
you save the goal. You cannot specify a goal range.

Specify this information in the Results section:
Note: This section is available only if the organization is configured to enable Goal External Results. If this goal does not use external results, the section will disappear when the goal is created.
- Entered On This Goal
- If you select this option, you must also select the
employee to specify the results. The default is your employment ID. You must also
indicate whether the results are pushed to Directly Aligned Resource Goals or All
Aligned Resource Goals.
Directly Aligned Resource Goals are aligned directly to the organization unit that this goal is attached to. All Aligned Resource Goals are aligned to the organization unit that this goal is attached to and all its descendants.
If you do not select this option, the results are specified individually on each resource goal that is copied from this organizational goal.
- Automatically Push Results to Resource Goals
- If you select this option, results are automatically
pushed to resource goals without requiring a manual action.
Select Update to update results to directly aligned resource goals or all aligned resource goals.
Note:You must select Use External Results to select this option.
- Number Of Decimals
- You can specify a number of decimals for the results. Must be between 0 and 6.
- Better Results Are
- This field is required when the goal type has the option
for Use External Results selected. Select Higher if the
rating for the goal gets higher with higher results. Select Lower if the rating for
the goal gets higher with lower results.
For example, if the goal is to reduce turnover rate to 5%, a lower turnover should result in higher ratings. If the goal is to improve customer satisfaction by 10%, a higher customer satisfaction should result in higher ratings.
This field cannot be changed after the goal is created.
- Annual Calculation Method
- This field is required when the goal type has the option for Use External Results selected. Select the calculation method for the results.
- Frequency
- This field is required when the goal type has the option
for Use External Results selected. Select the default
frequency for specifying the results.
When you save the goal, a list of months is displayed where you can specify the goal result value for each month and select any month to Include In Calculation. You can change the selected frequency at any time after clearing the goal result values from the month fields.

Click Save.
The goal is created in the status that you selected.
Follow-up tasks
- As long as the goal is in Draft status, you can modify it.
- If the goal type has the option for Use External Results selected, you
can specify result ranges in the Rating Criteria section.Note: If you selected Results Entered On This Goal, or if you do not enable resource goals copied from this goal to modify the rating results, you must specify the result ranges on this goal.
- You can also specify result ranges on the resource goals. Specifying goal result ranges.
- You can align an organizational goal with another organizational goal from an organization unit higher in the organization structure. Aligning an organizational goal with another organizational goal.
- If the goal is created in Draft status, to make the goal available for alignment with other organizational goals or with resource goals, finalize the organizational goal. Finalizing organizational goals (administrator or goal leader)
