What are goal leaders?
Goal leaders are employees who are responsible for employee goals and organizational goals for one or more goal categories.
Required setup

Goal leaders must be assigned the GoalLeader_ST role to have access to the Goal Leader process board.

Goal leaders must be designated as Primary Person Responsible or Secondary Person Responsible on a goal category (Administrator > Setup > Goals > Goal Categories) to create, view, update, and/or process organizational goals and employee goals that use the goal category.
Goal leader tasks
Goal leaders cannot set up goal components. In every other respect, they can perform the same goal tasks as the administrator, with the following exceptions:

They are restricted to organizational goals and employee goals that use the goal categories for which they are designated as Primary or Secondary Person Responsible.

Because employees can have multiple goals with multiple goal categories (or none), and goal leaders are restricted to the goals that match the goal categories that they are responsible for, goal leaders do not have access to the Submit All Goals, Approve All Goals, Reject All Goals, Accept All Goals, or Return All Goals actions, that affect all of a resource's goals, independent of the goal category. For the same reason goal leaders do not have access to the Revert All Goals action that allows administrators to revert approved-by-year goals to Draft status.
