Learning manager tasks after budgets are finalized
Finalizing a budget essentially means finalizing the development activities that will be part of the development period and finalizing the resources that will be allowed to register for the classes. After a budget is finalized, the learning manager can still perform these tasks:

Reject new non-required out-of-budget development activity requests, cancel approved in-budget non-required development activity requests, and waive approved in-budget required development activity requests.

Add estimated costs to a development activity request

Submit and process out-of-budget development activity requests

Receive and process out-of-budget development activity requests

Remove an already approved development activity request from the finalized plan (make it an out-of-budget request).

Change the status of an out-of-budget request to in-budget request

Create development activities and sessions for the approved resource development activities

Register resources
-
Cancel sessions and resource registration
-
Cancel sessions and move registered resources to another session

Complete sessions and resource development activities

Enter actual costs for a resource development activity (presumably after the resource has completed the development activity)
