Learning budgets process

Use this procedure to define learning budgets.

Note: Not applicable if you are using Infor Learning Management.
  1. The learning manager defines the budget components, which include:
    • Rounding rules to be used when calculating budgets and costs.

    • The budget calculations to be used in figuring the initial budget as a percentage of the resources' salaries.

    • The development periods (which may or may not be tied to legal entities) for which budgets are being defined.

    • The budget categories, which provide default budget calculation information.

    • The budgets for each development period. Each budget is associated with a budget category and a currency and may be associated with an eligibility group. The budget inherits the budget category's calculation method and calculation percentage, and may override those values.

  2. The learning manager calculates and adjusts the initial budgets and the allocations to budget owners (managers).
  3. (If applicable) The learning manager releases the initial budgets to budget owners (managers).
  4. The learning manager collects development activity requests for the development period submitted by resources, managers and/or the learning manager.
    Note: 
    • Development activity requests must be made on behalf of a specific resources. Development activity requests cannot be made for an "anonymous" resource (a resource to be determined at a future time).
    • (French resources only) Employees can indicate that their development activity request is for DIF. DIF development activities are for a resource's personal development interests. Learning managers can also decide that a non-DIF activity request should actually be a DIF activity request and they can modify the activity request accordingly. The organization may have a separate DIF budget for DIF development activities.
  5. The learning manager reviews the development activity requests and supplies any missing data such as missing costs, missing development activity, or missing budget.
    Note: The system automatically assigns the request to a development period based on the development activity start and end date. If the development period includes a default budget category, the system automatically assigns the request to the corresponding budget. The learning manager must always verify that a request is assigned to the appropriate budget, and change the budget category if appropriate.
  6. If applicable, the learning manager rejects development activities that are not compatible with the strategic objectives of the organization.
  7. If needed, the learning manager creates new catalog activities for development activity requests that are not associated with an existing development activity. The learning manager also determines development activity providers and provider contracts if applicable.
  8. After all development activities are reviewed, the learning manager finalizes each budget within the development period.
  9. All finalized budgets appear in the Implement Budgets area. The development activities included in the budgets are automatically approved.
  10. If needed, the learning manager creates sessions and opens them for registration.
  11. The learning manager manages out-of-budget requests, session registrations and development activity completion, and enters actual costs.
