Change pay rate

This trigger creates a work unit when a supervisor requests a pay rate change for a resource.

Prerequisites	A pay rate change request must exist.
Initiating event	Supervisor requests a pay rate change for a resource.
Resolution action	Approved if pay rate change is five percent or less, and less than the maximum for the salary structure. If these conditions are not met, the request is sent to the compensation administrator, who can accept, return, or reject the request. When the request is approved, returned or rejected, an email is sent to initiator.
