Change relationship to organization

This trigger creates a work unit when a supervisor requests a change to a resource's relationship to an organization.

Prerequisites	A change a resource's relationship to an organization has been requested.
Initiating event	Supervisor initiates change in relationship to organization for a resource.
Resolution action	Approved, returned, or rejected by the HR administrator. When approved, returned or rejected by the HR administrator, an email is sent to initiator.
