Promote

This trigger creates a work unit when a supervisor creates a request to promote a resource.

Prerequisites	A request to promote a resource must exist.
Initiating event	Supervisor initiates promotion for a resource.
Resolution action	Approved, returned, or rejected by the parent supervisor of resource's work assignment new supervisor. If approved, it is sent to HR administrator. Approved, returned, or rejected by HR administrator. If approved, returned, or rejected by either parent supervisor or HR administrator, an email is sent to initiator.
