Troubleshooting mass creating enrollments

An error report is not generated for mass creation of enrollments. When there are duplicates or other reasons that an enrollment is not created, the reason is not apparent.

If you try to mass create open enrollment and a resource already has one, it will skip that resource (even if it is a different open enrollment). If it is a life event, the resource is skipped only if they have the same event on the same date.
