New email template type

Within safety email templates, a new email template type called Employee Incident Follow Up Created allows an email link to be sent to the employee. The two new variables, Follow Up Health Component Link and Follow Up Learning Activity Link, can be added to the body of the email to navigate the employee to either the learning activity or health component.
