Creating a tax authority

  1. Select Payroll Administrator > Setup > Deduction Structure.
    or

    Select Administrator > Setup > Payroll > Deduction Structure.

  2. On the Tax Authorities tab, click Create.
  3. Specify this information:
    Tax Authority
    Specify a name and, optionally, a description for the tax authority.
    Country
    Specify a country.
    Tax Authority Type
    Optionally, specify a tax authority type.
    Tax State
    Optionally, specify the tax state if you are creating a state tax authority.
  4. On the Detail tab, specify this information:
    Tax Provider Tax Code
    Optionally, specify a tax provider tax code.
    W-2 Description
    Optionally, specify a W-2 description.
    Country Code
    Optionally, specify a country code.
    School District Number
    Optionally, specify a school district number.
    Reciprocity
    Optionally, select this check box to indicate that reciprocity is evaluated for taxation.
    Used For Garnishments Only
    Optionally, select this check box to honor garnishment orders from states where you do not pay taxes, and thus have no tax authority defined. Select Yes if this tax authority is used for garnishment calculations only. Select No if this tax authority is used for purposes other than garnishment calculations.
  5. On the Tax Numbers tab, optionally specify tax number information. See Assigning tax numbers to legal entities and establishments.
  6. On the Minimum Wage tab, optionally specify minimum wage information. See Creating minimum wage rates for a tax authority.
  7. On the Tax Levy Exemptions tab, optionally specify tax levy exemptions. See Creating a tax levy exemption.
  8. If the Symmetry Tax Forms tab is displayed and your organization uses HR Payroll, then specify the Symmetry tax form IDs that apply to the tax authority. The Symmetry Tax Forms tab is displayed when Symmetry is enabled for an organization. See Enabling employee access to Symmetry tax forms in the Infor HR Talent Setup and Administration Guide.
    1. For state and federal tax authorities, the values in the Symmetry Form ID fields come from the tax authority delivered content. To load delivered content, use the Check for Payroll Content action at Payroll Administrator > Setup > Payroll Delivered Content and then run the Load action for the description "Tax Authority". See Implementing delivered content in the Infor HR Talent Setup and Administration Guide.
    2. If forms are required for city, county, or other local jurisdictions, then you must manually specify the form IDs.

    For employee tax deductions to be updated correctly, Symmetry tax form IDs must be specified on all tax authorities that apply to employees.

  9. Click Save.
