Manager and employee goal processes

Goals can have a status of Pending, Active, Inactive, or Historical.

For goals that are not approved by year, either the employee or the manager can initiate a goal. If the employee requests a goal, the manager must approve it. If the manager suggests a goal, the employee must accept it.

Note: For goals that are approved by year (goal type has the Approve Goals By Year option selected), the goal year determines whether the employee or the manager initiates the goals and they must be submitted and approved together. When in Active status, if they must be edited, the administrator must use the Revert All Goals action to send them back to Draft status.

Employee requests new goal

(Request New Goal or New Goal Wizard action)

The goal is displayed on the employee's Pending tab. It is not displayed for the manager.

Status: Draft

The employee can update the detail fields, add or delete aligned goals and add or delete comments. The employee can specify external result ranges, and action plans.

Employee submits goal

(Submit Goal or Submit All Goals)

The goal or goals remain on the employee's Pending tab and are displayed on the manager's Pending tab.

Status: Submitted for approval (employee) or Needs approval (manager)

Neither the employee nor the manager can update the goal.

Manager rejects goal

(Reject Goal or Reject All Goals)

The goal is not displayed for the manager but remains on the employee's Pending tab with a yellow alert denoting that the goal was rejected.

Status: Draft

The employee can update the detail fields, add or delete aligned goals and add or delete comments. The employee can specify external result ranges, and action plans.

Manager modifies goal before approving it

(Approve Goal or Approve All Goals)

Prior to approving it, the manager can update all fields on the goal except Type without returning it to the employee.

Status: Pending

The Manager Can Update option must be selected on the Goal Type screen by an administrator.

Manager approves goal

(Approve Goal or Approve All Goals)

The goal is moved to the Active tab.

Status: Approved

If the goal was requested by the employee, and Approve Goals By Year is selected, the goal remains on the Pending tab. The approval status is Ready To Move To Active.

The manager can update the detail fields, descriptions for rating criteria, add comments, associate activities, add or delete aligned goals, put on hold, inactivate, complete, and delete goal. The manager can specify a Progress status that is used by the administrator's Goal Progress report.

The employee can specify the % Complete value and a self rating (rated goal only), add comments, add or delete aligned goals, associate activities, inactivate, put on hold, and complete.

For goals that are approved by year the administrator must use the Revert All Goals action to enable editing of the goals so that they can be re-submitted and re-approved.

Optionally, Manager moves goals to an Active status

(Move All Goals To Active)

The goal is moved to the Active tab.

Status: Approved

If goals are in Ready To Move To Active status and Approve Goals By Year is selected, managers can move the goals to Approved status.

Optionally, Manager moves goals to a Draft status

(Revert Goal To Draft or Revert All Goals To Draft)

The goal is moved to the Pending tab.

Status: Draft

If goals require revision, managers can move them to Draft status.

Optionally, Employee submits action plans for approval

(Submit Action Plans)

This is a one-time action for all goals for a goal year and period.

Action plan status: Submitted (employee) or Needs approval (Manager) The manager can view action plans as long as the goals are displayed on the Pending or Active tab, and whether or not approval is required. The manager cannot change action plans. The action plan status is independent of the goal status.

Optionally, Manager approves or rejects action plans

(Approve Action Plans/ Reject Action Plans)

Approve Action Plans is a one-time action that cannot be undone.

Reject Action Plans returns the action plans to the employee in Draft status.

Action plan status: Approved (employee and manager)

The employee can modify and resubmit.
Optionally, Employee or manager or designated employee adds external results The results are added on a schedule specified on the goal.
Employee or manager completes goal

The goal is displayed on the Historical tab.

Status: Complete

The manager and employee can only view and add comments. Only the administrator can delete historical goals.
Employee or manager inactivates goal

The goal is displayed on the Inactive tab.

Status: Inactive.

Note: 

Bonus objective goals added in Compensation and goals with a goal type where the Approve Goals By Year option is selected cannot be inactivated.

Only the manager (or administrator) can reactivate the goal. The employee and manager can view and add comments.

Employee or manager puts goal on hold

The goal is displayed on the Hold tab.

Status: On Hold

Note: 

Bonus objective goals added in Compensation and goals with a goal type where the Approve Goals By Year option is selected cannot be put on hold.

Only the manager (or administrator) can reactivate the goal. The employee and manager can view and add comments.

Employee returns goal

(Return Goal Suggested By Manager or Return All Goals Suggested By Manager)

The goal is no longer displayed for the employee but it remains on the manager's Pending tab, with a yellow alert indicating that the goal has been returned.

Status: Draft

The manager can update the detail fields, add or delete aligned goals, add or delete comments, and add descriptions to the rating criteria (rated goals only).

Employee accepts goal

(Accept Goal Suggested By Manager or Accept All Goals Suggested By Manager)

The goal is moved to the Active tab.

Status: Active

If the goal was suggested by the manager, and Approve Goals By year is selected, the goal remains on the Pending tab. The approval status is Ready To Move To Active.

The manager can update the detail fields, add descriptions for rating criteria (rated goals only), add comments, associate activities, add or delete aligned goals, put on hold, inactivate, complete, and delete goal.
