Mass creating employee goals (goal leader)

A goal leader can define a goal for all the employees in an eligibility group or for up to ten individual employees.

Goal leaders can only create goals for goal categories that have been assigned to them as Primary Person Responsible or Secondary Person Responsible.

Note: You can also create bonus objectives-type goals with this action.
  1. Select Goal Leader > Mass Create Goals.
  2. On the Mass Create Group Goals form, specify this information:
    Effective Date
    Specify the date that the goal becomes effective.
    Eligibility Group
    Select an eligibility group for which to define a goal, or select up to ten employment IDs in the Resources fields.

    If you select an eligibility group, the goal is created for each employee in the eligibility group.

    Note: The eligibility group must be defined in Administrator > Setup > Custom Groups with a business class of WorkAssignment and a business subject of HCMGroupWorkAssignmentMassCreateGoals.
    Resources
    If you do not select an eligibility group, you must select at least one employment ID. You can select up to ten employment IDs. The goal is created for each of the employees that you select.
    Copy From Organizational Goal
    If the goal is based on an organizational goal, you can select the goal to copy the organizational goal information to this form. You can then modify the information.

    Only organizational goals with the Template Goal option selected are available to be copied. The organizational goal that you select must be defined for a goal category for which you are responsible.

    Note: If the Organizational Template Goal includes an Alignment Group, the conditions for the Alignment Group are used to select the employees that are assigned the goal.
    Goal
    If you selected Copy From Organizational Goal, the organizational goal name is the default. You can modify the name only if the organizational goal enables it. Otherwise, the organizational goal name is used by the system when you create the goal.
    Type
    Select a goal type to indicate whether the goal is developmental, personal, etc.
    Note: The list includes all goal types, including goal types that can be used for bonus objectives.
    Category
    This field is required for a goal leader. Select one of the goal categories that you are responsible for. If you align the employee goal with an organizational goal, the employee goal category must match the organizational goal category.
    Goal Year
    When you open the form, the current goal year, start date, and end date are set to the default. If you select an organizational goal to copy from, the year is replaced with the organizational goal's year, start date, and due date.
    Note: If the goal type has the Use Action Plan, External Results, or Approve By Year options selected, the goal year is required. The start and due date must match the start and end dates of the goal year.
    Start date
    Specify the date on which the employee should begin goal activities. If you use a goal year, the date must match the goal year start date.
    Due date
    Specify the date by which the goal should be completed. If you use a goal year, then the date must mach the goal year end date.
    Weight
    Assign a weight to the goal. The weight cannot exceed 100%.

    If you are copying from an organizational goal that has a goal weight range defined and you can change the weight, the weight value must be within the weight range.

    If you are copying from an organizational goal and you cannot change the weight, the organizational goal weight is used when you create the goal.

    Public
    Select this check box to make the goal available to be copied by other employees.
    Description
    Specify a detailed explanation of the goal.

    If you are copying from an organizational goal and you cannot change the goal language, you cannot change the description. The organizational goal's description text is used when you create the goal.

    Expected Result
    Specify the outcome of the goal.

    If you are copying from an organizational goal and you cannot change the goal language, you cannot change the expected results. The organizational goal's expected results text is used when you create the goal.

    Align With Organizational Goal
    If this is a goal that aligns with an organizational goal, select the organizational goal.
    • The organizational goal that you align with must have a status of Active and Finalized. The organizational goal end date must be equal to or greater than the current date.
    • The employee goal dates must be contained within or be equal to the start and end dates or the organizational goal being aligned.
    • The goal category must be a match between the organizational goal and the employee goal.
    • For goals that use external results, if you align with an organizational goal that has the Entered On This Goal option selected, you cannot select the Enter Results On Resource Goal option on this form.
    Goal Comment
    Optionally, specify a comment.
    Specific, Measurable, Attainable, Relevant, Timebound
    Select the boxes to assess how the goal is compliant with SMART objective principles.
    Rating Scale
    Select the rating scale for this goal.
    Note: Only rating scales that are defined with the Use For Employee Goals option can be selected.

    If you are copying from an organizational goal and you cannot change the rating criteria result ranges, you cannot change the rating scale that is the default from the organizational goal.

  3. In the Results section, specify this information:
    Note: This section is available only if the organization is configured to enable Goal External Results.
    Entered On This Goal
    If you select this option, you must also select Each Resource to have each resource specify the results on their respective goal. Or, select an employee to specify the results for all the resource goals created by this action.

    If the goal is aligned to an organizational goal, and the organizational goal has the Entered On This Goal option selected, you cannot select this option.

    Number Of Decimals
    Specify a number for the results. The number must be between 0 and 6.
    Better Results Are
    This field is required when the Use External Results check box is selected on the goal type. Select Higher if the rating for the goal gets higher with higher results. Select Lower if the rating for the goal gets higher with lower results.

    For example, if the goal is to reduce turnover rate to 5%, a lower turnover should result in higher ratings. If the goal is to improve customer satisfaction by 10%, a higher the customer satisfaction should result in higher ratings.

    This field cannot be changed after the goal is created.

    Annual Calculation Method
    This field is required when the Use External Results check box is selected on the goal type. Select the calculation method for the results.

    Frequency
    This field is required when the Use External Results check box is selected on the goal type. Select the default frequency for specifying the results.

    When you save the goal, a list of months is displayed where results can be selected. You can change the selected months at any time.

  4. In the Override Result Range From Values section, specify this information:
    Note: This section is available only if the organization is configured to enable Goal External Results.
    • If you copied an organizational goal that uses external results, the result ranges from the goal are displayed. If you can change the rating criteria on the organizational goal, you can override the displayed values.
    • If you did not copy an organizational goal and the goal type that you selected uses external results, you must specify From values for each level of the rating scale in the Level column.

    You must specify the From values in descending order if the Better Results Are option is set to Lower, and in ascending order if the Better Results Are option is set to Higher.

    Note: The Thru values are calculated by the system when the goals are created.
  5. Click OK to create the goal immediately or click Schedule to schedule a time to run this action.
    Note: If you are processing many employees, this action may take some time. You can view the progress of this action by selecting Start > My Actions.

Results

  • If the goal type uses Approved Goals By Year, the status is Pending and Draft. Depending on who is designated as the initiator on the goal year, the current owner and initiator is the employee or the manager.
  • For all goal types that do not use Approve Goals By year, the status is Active. The current owner is Employee and the initiator of the goal is Manager. Only the manager, administrator, or goal leader can make changes on the Details tab except for the % Complete and Completion Date fields, which are always accessible to the employee.
  • If an error is encountered for an employee, the employee goal is not created. A record is written to the Errors tab under Goal Leader > Resource Goals , Administrator > Resource Goals, and Manager > Manage Goals.

    Each line indicates which employee goal failed to be created and why it failed.

  • When goals are mass created, the Entered By and Owner fields are set to Manager by default.
