Granting purge administrator and purge grantor security

Two security roles must be assigned to administrators for the purge and anonymize functions.

Note: These security roles both should not be assigned to the same person.

PurgeGrantorAdministrator_ST provides security access to designate other administrator actors who have access to initiate purge actions. They can view the purge log history of actions that are taken by the Purge Actions Administrator.
