Hire resource

This trigger creates a work unit when an HR administrator requests approval to hire a new resource.

Prerequisites	A hiring request must exist.
Initiating event	HR administrator submits a request to hire a new resource.
Resolution action	Request is routed to the potential resource's supervisor for approval. If the supervisor approves the request, it is routed to the HR administrator for final approval. When the request is approved, returned or rejected, an email is sent to the initiator.
