Request special incentive

This trigger creates a work unit when a manager requests a special incentive payout for a direct report.

Prerequisites	A pay component must be defined by the compensation analyst as a special incentive.
Initiating event	Manager requests a special incentive payout for a direct report.
Resolution action	The manager's supervisor can approve, return, or reject the request. If the supervisor approves the request, it is sent to the manager's manager who can approve, return, or reject the request. If approved, it is sent to the Compensation Analyst for final approval. The Compensation Analyst can either approve, return, or reject the request. When the request is approved, returned or rejected, an email is sent to the initiator.
