Understanding sanctions lists

Sanctions are measures that are imposed in situations of international concern. Such situations include the grave repression of human rights, the proliferation of weapons of mass destruction, or armed conflict. They impose restrictions on activities that relate to particular countries, goods and services, or persons and entities.

Governments and multinational organizations such as the United States, the United Nations, and the European Union have created sanctions lists. They were created in response to terrorist threats after 9/11, and are published on the Internet and updated regularly. Trading, delivery of goods, financial transactions, and any business contact with organizations on these lists are prohibited. Compliance with these requirements is supervised by auditors, customs authorities, banks, and law enforcement agencies.
