Separate development and published content

This can be achieved, for example, by creating application roles that grant editing permission to a dedicated folder for work that is in progress. After testing and approval of new and changed reports, the reports can be copied to public folders. Or, use check-in and check-out alone to restrict access to work that is in progress.
