Handling of periods 13–16

For the manual import and analysis of actual data, more than 12 periods per year are required to store the imported actual data. The additional period elements are in the Levels dimension (BPDLEVEL) beneath TOTAL_IMPORT_CHANGE and TOTAL_IMPORT.
