Security for the INSTRUC document code

Filter security does not apply to the INSTRUC code. Instructions can always be seen and edited unless object or ACL security prevents it.
The INSTRUC document code is visible in the Notes tab for items; it is not visible in the Notes tab for formulas and specifications.
