Process for defining units of measure

The process for defining units of measure is summarized here.

1. Specify the UOM that acts as the basis for conversion for other UOMs of that same type.
2. Define a UOM. Specify the UOM Type for the UOM.
3. Define the conversion between a UOM and the UOM that you defined as the basis for conversion in stage 1.
