Approval of RMA Creation

After the RMA creation request is submitted, a RMA approval task is sent to the RMA_Approvers group.
The approver reviews details and can:
- Approve: Creates RMA header and lines in CSI and an acknowledgment report is emailed, if the email is provided.
- Reject: RMA is not created and a rejection notification is sent to the RMA_Approvers group.
