Sorting improved for TWL Outbound-Order Drop Manager

The data in the Carrier ID field in the TWL Outbound-Order Drop Managerscreen is now sorted as below:

1. Numerically: Numeric values are grouped together
2. Alphabetically: Text values are grouped together
3. Empty values are placed at the bottom
