Contributing weights for performance value calculations
The activity performance value for a plan object with children is based on the contributions of its children.
A planner can adjust the contribution weights used in the performance value calculations by editing the weights.
A child object with a contribution weight value of zero is treated as not contributing to its parent object's performance value in calculations. Any child object with contribution weight of zero will still have a value of zero after a normalize operation. A zero value changes in the make even operation.
The planner that is setting weights should have security access to all units.
