If the value is set to "false" or the parameter exportToExcelOffGridVertical is not included in the Decision.config file, Excel report displays the off-grid dimensions and members horizontally.
If the value is set to "true", off-grid dimensions and members are displayed vertically.
The location of dimensions and members depends on the View Manager's Dimension Bar Layout setting. Refer to this table for further details:
