New York and Los Angeles are defined in two different hierarchies (Legal Rollup and Total Company). Their parent in the Legal Rollup hierarchy is CTRAIN Inc. (US). Their parent in the Total Company hierarchy is US.

Select CTRAIN Inc (US) from the Legal Rollup hierarchy and then select the Read Only and Children options.

Change to the Total Company hierarchy and select US. Then select the No Access and Children options.

The access settings for New York and Los Angeles do not change and remain set to Read Only. This is because of the precedence rule that a Read Only child relationship takes precedence over a No Access child relationship.
