Designer can be used to develop highly formatted enterprise reports. Designer is intended for data analysts and other data savvy users to build specific applications and reports, such as income statements and balance sheets.

Visualizer is used for exploration and ad hoc analyzation while Designer is used to show your data in print-ready formats.
