Improved bookmark loading time (COOL-16376)

Completed updates to the API that calls bookmarks for a dashboard, improving the amount of time it takes for bookmarks to load on a dashboard.

User message when a dashlet or report does not load (COOL-16911)

Added a new user friendly message that displays when a dashlet or a report fails to load, providing the user more details as to what is happening in the user interface.
