file content for a trading partner.TFSDataManager role is required to enable users to edit, upload, create
or delete a record on the detail view of the Format Files page. The
capabilities of the TFSDataManager role are automatic for any users
assigned the roles of AE-Administrator or
AE-TFSAdmin.
